13 killings in Tijuana for second straight week

Tijuana registered 13 slayings in the week of April 15-21, Frontera reported. It was the second straight week in which 13 killings were recorded.

Mayor Carlos Bustamante pointed out that the uptick in violence this year cannot compare with the violence of 2007. This year, the violence is a localized drug peddler versus drug peddler, whereas in 2007, there was an all-out war over who would control Tijuana's plaza to smuggle drugs into the United States. Story, El Mexicano (PDF).

After a week's absence, the paper's Insecurity Barometer returned (PDF).

There were 52 drug-possession cases and 28 vehicle thefts.

Disputes over local drug-peddling have caused Tijuana killings to rise this year.

Three slayings were reported Sunday, the paper said (PDF).

Meanwhile, two men were arrested on suspicion of kidnapping would-be migrants in the mountainous area near the Tijuana-Mexicali toll road. Story, Frontera (PDF).

There was one strange case last week, where a man, Víctor Manuel "El Sarento" García Morales, 51, and his 9-year-old daughter, Vianey García
Anaya, were shot to death in the Lomas del Porvenir neighborhood. After signaling that his wife, Silvia Patricia Anaya Santarosa, 38, might be behind the killing, authorities later said she was only being detained for possession of drugs and a firearm. Story, Frontera (PDF). Police chief defends actions (PDF).
Update, April 23: Of eight detained in case, Anaya is only one still in custody, and not on murder charges. (Frontera, PDF).

The Los Angeles Times reported earlier this month that Mexico's new administration may be downplaying violence.
