Leader of kidnapping gang released by judge in Tijuana, later recaptured

Suspect was reportedly involved in kidnapping of singer Vicente Fernández's son, who had fingers cut off, and of Japanese businessman Mamuro Konno, among many others

    heriberto norzagaray beltranHeriberto "El Gordo" Norzagaray Beltrán, the leader of a notorious kidnapping gang, was improperly released by a judge in Tijuana, but later recaptured, authorities said.
    After serving a long sentence in a prison in Jalisco state for kidnapping, Norzagaray was detained again in Jalisco state to face charges in other cases, and had been brought to Tijuana to face justice. El Debate reported that he was recaptured in Jalisco after being released in Tijuana.
    Norzagaray headed "Los Mocha Dedos" gang that cut off victims' fingers and sent them to family members as a method of getting ransom money. This happened in the 1998 kidnapping of the son of singer Vicente Fernández near Guadalajara.
    El Mexicano said Norzagaray also was linked to the 1996 Tijuana kidnappings of Sanyo businessman Mamuro Konno and of Justo Frías Antolín, an executive with Gigante supermarkets (now Soriana). Both were freed after large ransoms were paid. He also is sought in kidnappings that took place in Mexicali and in Sinaloa state.

13 killings in Tijuana during week

Among those killed was lawyer who defended Arellano Félix organization members and enforcer "El Teo"

     Tijuana registered 13 slayings in the week of April 8-14, Frontera reported.
Eleven of the killings were related to local drug-peddling, the paper said.
     Disputes over local drug-peddling have caused Tijuana killings to rise this year.
     Also last week, a lawyer who had defended members of the Arellano Félix drug-trafficking organization as well as enforcer Teodoro "El Teo" Simental was killed. Roberto Santiago Navarro Vázquez, said to be around 45, was shot to death while driving a vehicle in the Lomas de Agua Caliente neighborhood, the paper said.  Story, Frontera (PDF).

     The Los Angeles Times reported last week that Mexico's new administration may be downplaying violence.
